Wood hoops too small

My bass drum had too small wood hoops. Hoop could not lay flat on top of the drum head. Tuning is impossible with too small hoops. The hoops were the same size so I'm afraid this might be an issue for other copies too. Bass drum spurs didn't have protection between the metal claw and wood hoop.
