Why such an opinion. Someone tried to connect to the so-called Line-in, namely the Line-out of some device. No, with the connection of the Telephone Output, that is, the headphone output from the mobile phone, everything is in order. But with the Line-out connection, that is, an unregulated output from an audio device, such as a multimedia player, or an output from another audio device with a standard Line-out, there is a problem. About the parameters of Linear output, you can read at least in Wikipedia. So when connected to the Line-in M-Audio BX3, the sound at the minimum value of the volume potentiometer is very loud. One that is usually not listened to so loudly during audio or video editing. If you use a laptop as a sound source, then of course you can adjust the output volume. But, this will not be a Linear output, since the sound will depend on the equalizer settings, and the position of the Volume slider on the computer. But that's why the M-Audio BX3 are multimedia sound monitors. And by the way, the instructions do not mention any parameters of the Line-in and the headphone-out. Times are changing, 30-40 years ago, even little-known manufacturers of sound equipment could not afford this. As for the sound of the monitors, it's Great!
